Details:
On Savannah's left panel there are public recipes available.
I have also cooked up something and would like to create recipes
(project-related for team only) but it isn't possible to enable the cookbook
on 'group features'.
Is this tracker available excluding the Savannah administration, is this
tracker gone, or what is wrong with the recipes/cookbock?
