Neon is too new:
configure: incompatible neon library version 0.29.6: wanted 0.25 26 27 28 29
Can you install neon from an earlier version (0.25, 0.26, 0.27, 0.28 or 0.29)?
The fact that it finds neon at version 0.29.6 is breaking the configure
script. For compatibility, I wouldn't do anything newer than 0.29.0.
