I used Homebrew (a Mac OS package Manager) to install ilmbase and it tried to
download
http://download.savannah.nongnu.org/releases/openexr/ilmbase-2.1.0.tar.gz
This download link was being redirected to
http://public.p-knowledge.co.jp/Savannah-nongnu-mirror/openexr/ilmbase-2.1.0.tar.gz
and it ended up with no server response.
I checked the links and think the whole public.p-knowledge.co.jp is not
responding to some regions including mine (South Korea) somehow.
Could anyone please help

redirected to the Taiwan mirror
(http://ftp.twaren.net/Savannah-nongnu-mirror/openexr/ilmbase-2.1.0.tar.gz)
which is available to my area?
This should be impacting all users in the same area with mine to download
source packages under savannah as long as it is redirected to
public.p-knowledge.co.jp
