Yes. But for the most part that is a good thing. When there is a single commit it does seem excessive. But when it is a series of commits then it is one summary for the entire set. Take a look at the examples from elpa to see how it is supposed to work. https://lists.gnu.org/archive/html/emacs-elpa-diffs/2015-07/threads.html It can be turned off if you really want.
