Attempting to follow the instructions in
https://savannah.gnu.org/git/?group=emacs to clone the listed repositories
fails to work, either with a 502 error or a timeout. This seems to be
affecting all the listed repositories on this page. I haven't checked other
repositories.
$ git clone https://git.savannah.gnu.org/git/emacs/nongnu.git

fatal: unable to access 'https://git.savannah.gnu.org/git/emacs/nongnu.git/':
The requested URL returned error: 502
$ git clone https://git.savannah.gnu.org/git/emacs/elpa.git
