Given that it would be unaceptable to act the way GitHub does, Please specify exactly how and what, github does many things that are unacceptable, and it does many things that are acceptable.
and that we can't ccnsider making a repo on Savannah for every change a user proposes, what is the best form of pull-request that we could consider implementing? Once again, this is not how things work. Pull-requests do NOT work by creating a seperate repository for each and every change.
