Follow-up Comment #2:

This is complete -to my understanding- to the satisfaction of the requestor
whom I spoke with via IRC. As summary of discussion (among other volunteers
as well as FSF staff attending the weekly FSF sysops meeting this June 11th),
as well as the change made:

- Non-GNU projects and GNU packages are both hosted on Savannah
- Non-GNU projects are forbidden using us for mirroring (e.g.) repositories at
some other canonical source
- GNU packages may generally use savannah as they wish, provided
 - (e.g.) our volunteers can do it; here we could, obviously, and
 - nothing (e.g. technically) should prevent our doing it

So this has been done:
 - non- fast-forward comments are enabled for guix.git
 - add a read-only as-was copy of guix.git pre-change, here:
  https://git.savannah.gnu.org/git/guix/guix-2025.git/

Note, this copy is for archival/historical purposes only; the underlying
request for this ticket has not been addressed in any way in the "snapshot"
copy of guix.git I created.
