Follow-up Comment #3, sr #111303 (group administration): Thanks for implementing this!
I'd wager that "Submit new" and "Browse" will remain the most frequently used
menu items by far, and should thus retain their places as the top two "Bugs"
choices. Amongst the remaining items, "Field values" can probably go pretty
much anywhere. (You have access to data to know how frequently different
options are chosen; while for now such data for "Field values" remains
speculative, I wouldn't imagine it being in the top 50%.)
