_groff_ bug #67640 and bug #67641 may not have been legitimate, but I do think
they exposed an arguable defect.

Shouldn't ticket updates (including creation) made while a ticket is in
"private" state _not_ go to mailing lists?

I understand them being reflected to project administrator(s), but shouldn't
they be hidden from others?  Else they're not very "private", especially if
the submitter doesn't encrypt (excuse me, "encrpty") the initial follow-up
comment.
