Autoconf's fetch.pl intentionally pulls all these files over HTTPS as that
avoids needing temporary checkouts.

If Gnulib is willing to take on that responsibility, that's fine with me;
I have gone ahead and changed Autoconf over to sourcing these files from
Gnulib.
