You can use the GPL for any software you write, at your discretion.Here is one web page with information about how to do so: http://www.gnu.org/licenses/gpl-howto.html There are also instructions for doing so at the end of the GPL text itself. We hope you do use the GPL! If you meant to offer islack as a package for the GNU system, that's a different question than licensing islack under the GPL. If you did mean that, thank you very much for the offer, but it wouldn't make sense for another packaging system to be part of GNU, as another volunteer has already been working on packaging support, and the approach and format are pretty well fixed at this point.
