If you rewrite it, there is no problem. If you copy/paste code, you make a derived work, so you are bound to the GPL v2. Since it is derived from Perl 4 (GPL + Artistic), and since MHonArc is GPLv2 or later, the file can only be under GPLv2 or later itself. Please add a copyright notice listing the author (already mentioned in the file), and a GNU GPL notice.
