At first, you added the license notices (papermail.pl), but did not add appropriate copyright notices. Please check http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for more information, and update your files. At second, every file <10 lines doesn't need a copyright or even cannot copyrighted, so please remove the license information from your Makefile.
