Hello.
You shouldn't add the GNU GPL *and* GNU FDL in *one* COPYING file. Our
"Information For Maintainers of GNU Software" says about this procedure:
"The package itself should contain a full copy of GPL (conventionally in a
file named COPYING) and the GNU Free Documentation License (included within
your documentation).",

So there is no need to put the FDL within the COPYING file but into a section
of your documentation. Please fix this, thanks.
