Please, as said in previous messages, place copyright notices and
permission-to-copy statements at the beginning of every copyrightable file,
usually any file more than 10 lines long. (e.g : files in
<kernel/admin_actions/>, <admin/menu> and <kernel/admin_statics/>
Please, note that the FSF address has changed and is now:

Please update your license notices.
Also, it seems that the license file you use is not complete.
