Hello and sorry for the huge delay.
I don't get your point.
I don't see why it is necessary to get a project which has got almost no
source code available on Savannah.
If any of Amharic nativ-speaker would like to contribute to the upstream it's
up to him/her to do so - no need have a "man-in-the-middle" (translator <->
Savannah <-> upstream).
And it's up to every translator himself/herself to choose a license. We
cannot force anyony to use the GNU FDL for a documentation (or compatible
licenses) - but we don't accept any other and simply we cannot check every
license of a document which you will host on Savannah...
In the end it's the choice of _everyone_ self to use the Savannah resources
or not.
It's a bad place to get such a huge project running, believe me.
I'm sorry but we cannot host your project because of the reasons mentioned
above here.
