Hi,
Your project requires proprietary software (Visual Basic, Direct X...) and
cannot be hosted on Savannah for this reason.
Savannah is willing to provide resources and time to developers writing Free
Software that can be used without the need to ask permission from proprietary
software vendor.
If, someday, you get free of those dependencies, feel free to resubmit your
project. In this case, since you are starting the project, I advice you to
check free software alternatives, such as SDL or Allegro (game libraries), and
KBasic or BOA Constructor for the language & GUI builder.
