We would like to know whether it's OK for a non-GNU project to bear
    'GNU' as a part of it's name.  Also, the name starts with 'G' which
    might be misleading as most of GNU project software does.

As far as savannah goes, I don't think we should accept a nongnu project
that has "gnu" in its name, or uses a "g" prefix to apparently mean GNU.
It's too confusing.

However, perhaps they'd like to become a GNU project, and/or part of
Emacs.  Could you ask them?  The info about doing that is on the page
that Sylvain mentioned: http://www.gnu.org/help/evaluation.html.
