Made minor change to "Other Comments":
GNU vmslib was originally maintained by Richard Levitte. After Richard
stepped down, Chris Bryant (me) received the appointment to maintain the
project by rms through Karl Berry. This archive is the last known state of the
code from Richard Levitte. A release of vmslib-1.0 is planned with GPL V3 this
year.
