Hi,
The POV license is proprietary (for example I can't take bits of its code for
inclusion in my own project, check http://www.povray.org/source-license.html).
Version 4 is planned to come with a better license, but apparently not to be
expected soon. It's interesting to note, however, that POV did change its
license between version 3.5 and 3.6, but avoiding becoming a free software
license on that occasion.
Your package is directly referencing a proprietary software and is enticing
people to use it. As such, we cannot accept it at Savannah. We cannot host
files under the pov-ray either, because we only host files under free
licenses.
Please help make POV free software. When this happens, we'll be happy to host
your project at Savannah.
