Hi,
The procedure is:
- chose version 2 or 3 of the GNU GPL (X) as the base version
- insert that version of the GNU GPL in the tarball (COPYING)
- in each source file, the license notice states "either version X of the
License, or (at your option) any later version"
So in your case you just need to remove the notice on top of COPYING where
there's the version restriction note.
