This simple tool resample raw mono 16 bit PCM audio file with ratio 7 to 5.
I.e for example 44100Hz audio stream will be resampled into 31500Hz (44100 * 5
/ 7 = 31500), 22050Hz -> 15750Hz etc. As you can see 15750 is not a standard
sample rate but if you will play it as 16000Hz most humans will not notice
:).
