Thanks for wanting to host your package on savannah, but aside from needing
the sources (as Alex said): for something to be dubbed an official GNU
package, it needs to be evaluated. Please see
http://www.gnu.org/help/evaluation.html and follow the instructions there.
Also, as one of the evaluators, I can say that we prefer not to have two
packages doing basically the same job. Instead, can you work with the RPGE
maintainer to provide both C and C++ interfaces? This has been done in many
other cases.
If you want to proceed without making it a GNU package, please resubmit it.
In this case, we ask that you not use "GNU" in the name, to avoid confusion.
