Hello,
the whole project has to be GPL compatible and a license note must be on top
of every non-trivial source file.
The problematic file here is OCamlMakefile, because it has a copyright
notice, but no mention about in which ways the file is licensed.
I suggest you either ask the author to explicitly license this file GPL
compatible or you look for/write a replacement.
