Sorry for the delay in reviewing your project.
To properly license a package under the GPL, you have to include a copy of
the license in a plain text file named COPYING, and every non-trivial source
file should include a copyright and license notice. Please see
http://www.gnu.org/licenses/gpl-howto.html (and if you intend to use GPLv2,
http://www.gnu.org/licenses/old-licenses/gpl-2.0.html#SEC4).
(You should not distribute files like slocate.db, byte-compiled Python files
and other cruft of that kind that is present in the tarball. This is not a
problem for the project approval, of course.)
Assuming you are still interested to host your project as Savannah, would you
be willing to resubmit an amended tarball?
