It seems there was an implied license agreement for developers of scintilla.
An interesting conversation, though not pleasant :-), regarding the licensing
is happening at

The whole package is under a BSD like license and the implicit license for
included files is the package license. If that is correct then I can go ahead
and add the same license notice to all files, right? And that should move the
road block for me, isn't that so?
