Hello Sérgio,

we are reluctant to approve empty projects because the project submission is
usually the last chance for us to check whether the maintainer knows how to
proper license his project (and if necessary point out mistakes).

If a maintainer got it right once, we usually trust him or her that it is
done correctly over the project's lifetime.

My proposal is this: 
Create a small file structure how you would think your project will look
like. It doesn't have to compile or work. Just that you have a small template
to start with.
