Hi,
the license notes in the source files need to have a "or
(at your option) any later version." phrase. Savannah's policy does not allow
GPLv3 only projects.
I recommend to use the somewhat standard license notice that you can find at
http://www.gnu.org/licenses/gpl-howto.html
In addition, please create a text file in the icons directory where you
explicitly name the icon files and say which copyright&license they are
under.
