Follow-up Comment #4, task #9746 (project administration): I put already a file called COPYING in the root level. See here:

I changed the doc license from GPL to FDL. Sphinx[1] is a program to generate PDF, HTML and other format versions of the documentation (using reStructuredText). This program is used by the official Python documentation[2] and many others. Cheers.
