Follow-up Comment #5, task #9828 (project administration):

We don't host distros mainly because we check the licensing, and that
represents to much work if it's more than a single project.

The disk-space/bandwidth is not exactly designed for a distro either.

We have accepted projects for distros, but they were used to host
distro-specific tools, and _no_ packages.

I don't think we need a policy for projects that only use part of our
service. Our only requirement in that regard, is that we don't want to be used
a mere mirror for data hosted somewhere else.
