Hi Jari,

Regarding the INSTALL file, you could put a single line at the top that
says "This file is public domain.  Originally written 2010 Jari Aalto."
The point is not to leave files without any license at all.

Regarding the manual, the FSF's recommendation for such a case is to
dual-license the manual under GPL and FDL.  I.e., include a statement
like "This manual is also available under the GNU FDL, version 1.3 or
later" in the generated output.  That way, there's no technical
incompatibility with other FDL'd manuals.
