Follow-up Comment #5, task #10296 (project administration): I agree about the autogenerated file, although it would still be ideal to at least have a statement in a README that the file is in the public domain.
But as far as being "official GNU software goes", not only can it be changed, it *must* be changed :). The project should be approved as "non-GNU" software. Being "official GNU software" means a different evaluation process has to happen first (http://www.gnu.org/help/evaluation.html), and a dubbing message sent by rms or me.
