Follow-up Comment #5, task #10319 (project administration):
It is perfectly fine to put the license/copyright notice at the end of such
files -- see existing GNU packages which have been doing this for years.
Needless to say, it would be extremely masochistic to put it on top of certain
class of files, like ChangeLogs :-)
