Hello Jihuan!
There are few problems with your tarball:
1. COPYING file is for GPLv3 while licensing headers in source files are for
GPLv2+. You should decide which version of GPL you want to use and fix
tarball.
2. makefile.am, configure.ac files have strange licensing header. Please read
http://www.gnu.org/licenses/gpl-howto.html
3. Does your project depend on any libraries? If so, please list them.
After you fix these problems your project will be approved.
