Thank you for your submission. There is one problem with it: SETTINGS.pl file
is lacking copyright notice and licensing header.
Is it automatically generated? If that's the case, then you don't need to add
anything.
If it is not automatically genereated and you aren't author of it, then you
need to obtain source file with copyright notice and licensing header from
original author.
If it is not automatically genereated and you are author of it, then you just
need to add required copyright notice and licensing header.
