Sorry for not being clear. By "skeleton" tarball I mean tarball which contains
source code files (these does not have to be able to do anything, but at least
one file should be 10+ lines long, just to be copyrightable) and COPYING file.
We need it to prevent licensing issues like missing licensing headers and
etc.
