Hello Mario,
Let me clarify point two:
You can keep your project in several hosts, but your project development
should happen primarily on Savannah. We don't allow projects that intend to
use Savannah just as a mirror.
As for point one:
Savannah considers files longer than 10 lines non-trivial, so copyright and
license notices are necessary for those.
Are you still willing to host your project in Savannah or should I close your
submission?
