Follow-up Comment #4, task #12736 (project administration):
I've added the license text to the README you told me. But I've ensured that
the both configure.ac files of the tarball have the copyright text. I copied
the license header from the configure.ac file of the parted 3.1 package. you
can see it at: http://ftp.gnu.org/gnu/parted/parted-3.1.tar.xz
On the other hand, the README files have the license text. Not at the header,
but bellow the index instead.
