Regarding "noweb":
After further examination, it appears the noweb package in Debian (and likely
other systems) is based on version 2.11b,
which can be considered Free, but its license is not compatible with GPL.
Thus, projects requiring "noweb" can not be hosted on GNU Savannah.
If you can modify your project to use other software (perhaps other programs
provide similar functionality?),
then we can proceed with the project evaluation and approval.
