Thank you for submitting a new project to host on GNU Savannah.
To host a project on GNU Savannah, it must comply with the hosting
requirements:

You seem to have submitted an empty archive (except a 'php.ini' file).
Please upload an archive with the source code of the project you'd like to
host on Savannah.
Additionally, please provide some description about the project, and list its
dependencies (e.g. libraries/modules/packages) and their license.
