No. The first two files, …/AGPL_3/or_later.pm and …/GPL_3/or_later.pm are
very similar, so I decided to generate them from a template. This allowed me
to generate "or later" licenses for GPL_1, GPL_2, LGPL_2_1, and LGPL_3_0. "The
main" OrLaterPack.pm was just a stub existing for documentation purposes only,
so I replaced it with "README" file.
