Hello,
Some non-trivial files in po/ data/ doc/, and also files
like README and ChangeLog lack valid copyright and licensing notices.
Every copyrightable file file should have such notices;
if their format doesn't permit this (e.g. in image files),
the notice for them should be in the README file in the same directory.
