If the format of the files strongly discourages embedded comments, you could
put the notices in a README
<https://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html> file in
the same directory.
You are going to distribute examples effectively as a part of your package.
They should be distributable, and without notices they are not.
