I agree, I could do better.
LICENSE is the text of the license; copyright notices are copyright notices,
they claim who the copyright holders of the respective files are; and license
notices say that the files are under the license in question. The text of the
license doesn't list the copyright holders of the files, and it doesn't say
what files it apply to. Those are different texts.
