Thanks for the clarifications.

In my discussions with the FSF, they said setting up a group and mailing list
for emacsconf on savannah.gnu and lists.gnu sounds great.  They suggested I
change the application type from GUG to Official GNU software; however, I
don't see any way to do that on my end.  I'd appreciate it if you could make
that change.

As for other infra (wiki, mediagoblin, etc) we decided that we would continue
hosting it on the existing server at least for the time being.  If we collect
donations and/or charge for conference tickets, that could be used to cover
the expenses of the said server.  Alternatively, we might end up not using a
dynamic wiki and instead use a static website, in which case we'd use a web
repo for emacsconf on savannah.gnu.

But at the moment, getting a group on savannah.gnu and a mailing list on
lists.gnu would be the next step.
