Hello, David, and sorry for the delay.
If you are still interested in registering, please make sure that all
copyrightable files in your tarball, including TODOs and changelogs, have
valid copyright and license notices; if the format of the file doesn't allow
such comments (e.g. if it's a PNG image), you should put those notices in a
README file in the same directory with the files in question, listing those
files unambiguously.
