OK - easier to just drop the compressed files and either have a user create 
them or do it programmatically - haven't decided yet. CC-BY-SA doesn't seem to 
follow GNU copyright conventions, so I'm not sure what to do there. (NOTE: I 
should have put the full CC-BY-SA copyright terms in tar package, but didn't - 
that's on me and I will rectify that.)

pgmfiles.tar.gz an pgmfiles.zip still lack copyright and license notices;
readme.txt has no license notice for itself, then, it says that a copy of CC
BY-SA should come with the package, but you don't include it in your tarball.
At last, there are no valid copyright notices for the images, please check
what copyright notices should look like

As a side note: the GNU Project recommends against using the "BSD license",
because in fact there are several "BSD licenses", they are all free software
licenses, but they are different. In particular, the original BSD license is
GPL-incompatible. To avoid the risk of confusion, you could suggest X11
license.
