Hello, Zoë!
On Savannah, every group has a certain set of resources including different
version control repositories, mailing lists, trackers, web space. Small
packages that could be hosted on a single web page (or as a part of a larger
package) and don't really need such infrastructure would add an unnecessary
load to our servers, so we discourage simplistic packages on Savannah.
And in any case, we need a tarball to evaluate before we can approve a new
package on Savannah.
