indeed contain a COPYING file (GPLv3) so that's why this item is checked off
-- it follows the spirit of the item.
I think you means that your package isn't going to have the conventional
procedures of installation; however, this is orthogonal to distribution. You
still have a set of files that make your package, so they do form a tarball,
for the purpose of Savannah.
