A dependency means that you have to use it in order to use the work in
question.
For the purpose of hosting on Savannah, dependencies are important for two
reasons:
0 The user shouldn't have to run proprietary software in order to use hosted
packages, that is, there should be no proprietary dependencies.
0 The licenses of some dependencies may affect licensing of the work; for
example, if a GPL-covered program links to a GPL-incompatible library, the
user can't combine it with arbitrary third-party GPL-covered works (at best;
at worst, the dependency may render the program proprietary).
